1 目標
1.1 於荃灣西至屯門,沿青山公路興建一段約十六公里長以康樂用途為主的單車徑,名為黃金大道,並在合適位置興建各項輔助及康樂設施,其中包括單車租賃區、單車維修站、急救站及綠化休憩區。
2 計劃路段
2.1 擬建之單車徑主要沿青山公路而行, 連接荃灣麗城花園至屯門的三聖墟,途經油柑頭、汀九、深井、青龍頭、大欖涌及掃管笏。
3 對象
3.1 假設每單位居住人數為四人,現居於青山公路沿路居民估計有十萬六千六百八十人。再假設當中有一半人會騎單車,即有五萬三千三百四十人。

3.2 青山公路沿路住宅大廈林立,住有逾十萬市民。他們一直希望生活質素能夠得以提升及樓價得以提高。添置單車徑及其他康樂設施正正可以改善他們住所附近環境,從而滿足他們的要求。
3.3 而且,他們當中大部份為中產人士,工作繁重,生活節奏急促。假若在住所附近有一條安全又方便的單車徑,他們既可於工餘時間做運動減壓,同時亦可與家人共渡天倫。藉著踏單車這項運動,更可使家人團結,為家庭帶來凝聚力。
3.4 於青山公路兩旁不時會看到於公路踏單車的人士與在旁飛馳疾駛的車輛靠著而行。他們十分關注安全問題。黃金大道可為踏單車人士提供一條專屬單車通行的道路,大大減低車輛與踏單車人士之間的相撞意外。
3.5 除沿路居民之外,現時熱愛單車運動以及其用品的市民日益增長。有些人甚至會花費大量金錢購買每台高達港幣二萬元的戰車,由此可見這項運動越來越受歡迎。
3.6 踏單車一向是受歡迎的運動。黃金大道不但可為市民提供大圍至大埔單車路段以外的另一選擇,更可於假日舒緩擠塞。
4 好處
4.1 健康
騎單車是一個讓市民做運動及保持身心健康的好方法,持之以恆更可鍛鍊肌肉和骨骼及控制體重。此外,騎單車更可調劑心靈、舒緩壓力和建立自信心。
4.2 和諧社會
要達到和諧社會的最終目標,我們必須保持健康的體魄,然後和諧家庭,再繼而和諧整個地段和社區。
騎單車不但可使人身體健康,同時亦提供一個與家人及朋友共聚的歡樂時光,藉著騎單車遊覽香港的大自然景色,豐富家庭及社交生活。黃金大道能為市民提供安全的單車徑,好讓市民安心騎單車橫跨新界數個區域,從而達到共諧。
此外,踏單車不會構成環境污染,十分環保,屬零碳排放量的運動,更可取代汽車作短途的交通工具。
此黃金大道由荃灣至屯門連接數個區域,不但提供一個讓市民做運動及遊覽香港的方法,同時可為沿路景點及商店帶動人流,例如鮮為人知的九咪半泳灘,其實也是很值得遊覽的地方。與此同時亦能使住宅屋苑附近的環境得以改善,有助提升整個地段及區域的價值,從而希望可達到最終和諧社會的目標。
4.3 復興旅遊業
騎單車遊覽沿途風光實屬欣賞香港大自然景色的最佳之選。黃金大道沿途有很多景點,有些更鮮為人知。在單車徑的左面,你可觀賞令人嘆為觀止的海岸線,宏偉的大橋以及發達的航海交通。在右面,你可觀賞迷人的山景及探訪古老村落,同時呼吸著香港罕有的新鮮空氣。
4.4 刺激本土消費及經濟增長
4.4.1 麗城花園
麗城花園是荃灣區內的一個大型屋苑,內裡林立形形色色的商店與食肆以滿足不同客人的需求。屋苑內設有超級市場、街市、便利店、茶樓、餐廳及運動場。騎單車者不論以此作為旅途的出發點或終點站,他們均可輕易在此找到合適的物資為他們補充體力。
4.4.2 九咪半泳灘
此乃游泳熱點。從這裡可遠眺青衣船塢。
4.4.3 汀九
汀九位於香港新界西油柑頭與深井之間,亦是汀九村之所在地。汀九對上的山頭建有著名的汀九橋,橫跨藍巴勒海峽連接汀九和青衣。青山公路汀九段沿線有不少海灘,包括雙仙灣泳灘、海美灣泳灘、更生灣泳灘、麗都灣泳灘、汀九灣泳灘及近水灣泳灘。可是,這個優美的地方卻經常被人遺忘,而大橋的建築美亦常被忽略。
此外,最特別的是在摩登且呈流線形的汀九橋下建有一所酒店,形成一個獨特的畫面。。相信在酒店附近興建基建設施能為酒店帶來人流及商機,從而有助振興本土經濟。
4.4.4 深井
深井位於荃灣的西北部,座落汀九與青龍頭之間,以深井村為中心。
一踏進深井就會看到屹立多年的嘉頓麵包廠及一行一行整齊排列、印有熟悉的嘉頓商標的貨車。每天,這裡製造出數以千排的麵包供給廣大市民,可以說是無數港人的集體回憶。
這裡亦是欣賞青馬大橋的最佳位置之一。在夜空中以亮著的大橋為襯托,也可使這裡成為求婚熱點。
青馬大橋雖然龐大,但呈流線形,擁有難以形容的美態。它的架構堅固,但又十分靈活,軟硬兼備。它不但可制衡共振,也可吸收震盪。多年來它經歷風吹雨打,運載無數車輛橫跨大橋,但仍屹立不倒。晚上大橋上的紫紅色燈泡亮起後,它的艷麗令人讚嘆不已。
上一次在青馬大橋上空綻放煙火為一九九七年四月二十七日。現提議每十五或二十年便在青馬大橋上空綻放煙火,為大眾增添新鮮感,並希望能藉此帶動旅遊業,在各人心中留下深刻印象。
除地標青馬大橋外,深井出產的燒鴨及燒鵝,也在香港相當馳名。多間不同種類的食肆也在此設店,有來自各國的美食進駐,包括中、西、意、印度等地的菜式,所以深井有美食中心之稱。
雖然屯門公路現進行擴展及改善工程,但在不久的將來便會完成。那時,深井可說是一個摩登建築充分融入民居的典範,亦是香港獨特之處。可是它的價值同樣地常被忽略,政府實在應該投放資源推廣這個地方,使更多人得以認識。
4.4.5 青龍頭
青龍頭位於香港新界西荃灣鄉郊,位置為深井與小欖之間。這裡人口密度較低,有一條汲水門大橋。此橋曾是全球最長的行車鐵路兩用斜拉式橋樑。青龍頭兩旁建有不少村落,市民途經時可拜訪及體驗村民生活。
此外,青龍頭後方,深井以西北方向的大欖郊野公園更是一個郊遊遠足的好地方。沿馬灣海峽及藍巴勒海峽亦有不少泳灘,當中釣魚灣泳灘更是釣魚勝地。
4.4.6 小欖及大欖
這裡設有不少政府機構,包括水警西分區基地、香港天文台雷達站、海關訓練學校、海事訓練學院、小欖精神病治療中心、小欖醫院、懲教署宿舍及大欖涌水塘,單車騎者不妨停下參觀。
於大欖隧道轉車站,不但可見到接駁到不同地區的巴士,更可看到退役巴士型號停泊在這裡。
4.4.7 掃管笏
掃管笏是屯門區東南部的一個地方,其內有掃管笏村、掃管笏新村、老青山村、小秀村和稔灣村等鄉村,以及掃管灘及前掃管軍營。
4.4.8 香港黃金海岸
香港黃金海岸為屯門區一個旅遊景點,位於掃管笏青山公路1號,除可坐擁遼闊的海景,還可遠眺位於赤鱲角的香港國際機場,亦設有大型酒店、會議中心、購物廣場、遊艇會、海濱長廊、黃金沙灘、海豚廣場及多個食肆。
黃金泳灘是屯門區內最大的海灘,亦是本港首個全人工沙灘。泳灘內設有屯門區唯一的沙灘排球場。在沙灘旁的480米海濱長廊兩側種滿熱帶樹木如棕櫚樹,讓人有置身渡假村的感覺。
黃金蒙馬特是香港首個街頭文化藝術廣場,於1995年設立。生趣洋溢的藝術街道媲美巴黎的蒙馬特,各式各樣的攤位及展品,如卡通肖像和彩沙製作等等,琳琅滿目,盡情展示西方藝術及精緻工藝品。逢星期日下午,一些專業或業餘表演者可於演藝坊表演西方民謠、樂隊演唱、樂器演奏及其他才藝。
4.4.9 咖啡灣
現分為舊咖啡灣及新咖啡灣。泳灘設有快餐亭、燒烤區及泳屋等設施。
4.4.10 青山灣及三聖墟
青山灣是位於屯門區的海灣。青山灣地理位置優越,以前是漁港,曾有大量漁船停泊。現設有數個燒烤場、兒童遊樂場及快餐亭。
三聖墟是香港屯門的小漁村,南臨青山灣,北望大欖郊野公園,是香港著名海鮮市場之一。三聖墟鄰近有三聖廟,是其中一個旅遊熱點。騎單車者可在黃金海岸渡過一個優閑的下午,然後在三聖墟的海鮮酒家享用海鮮大餐作為旅途完美的完結。
5 實行
5.1 我們需要與不同機構聯絡,希望政府能夠興建這條「黃金大道」,並組織不同工作人員。
5.2 我們將有一個簽名運動,作為黃金大道的開端

1 Objective
1.1 To construct a cycling track of approximately 16 kilometres, which spans from Tsuen Wan west to Tuen Mun and runs alongside Castle Peak Road, to be named “Golden Avenue”. In addition, to construct appropriate supportive facilities and recreational amenities such as bicycle rental stations, repair kiosks, first-aid centres and relaxation areas.
2 Proposed Route
2.1 The proposed route of this cycling track is to be constructed along Castle Peak Road, connecting Bevedere Garden in Tsuen Wan to San Shing Hui in Tuen Mun, pasing through Yau Kom Tua, Ting Kau, Sham Tseng, Tsing Lung Tau, Tai Lam Chung and So Kwun Wat.
3 Target Participants
3.1 Assuming that there were 4 occupants per apartment, currently there would be around 106,680 residents along Castle Peak Road. If half of these occupants rode bicycles, there would be approximately 53,340 cyclists.

3.2 There are a great number of apartment buildings along Castle Peak Road, with over 100,000 residents. Many of them hope to improve the quality of life around the area – both for their own enjoyment and so that their property prices to rise. The construction of a bicycle track and other recreational facilities would serve this exact purpose and satisfy their need.
3.3 Furthermore, most of these residents are from the middle-class – with heavy workloads and a hectic lifestyle. However, if there were a bicycle track conveniently located near their residence, they could very well utilize these facilities in their spare time. Aside from getting some exercise, which would be a release for stress, it would also be a great opportunity for these residents to spend more time with their families and strengthen their relationships with each other.
3.4 Currently, it is not uncommon to see cyclists pedalling alongside hurtling highway vehicles on Castle Peak Road. The safety issue is a main concern for many of these cyclists. The construction of the “Golden Avenue” would provide a bicycle-only track, which would greatly reduce the rate of accidents between vehicles and cyclists.
3.5 Aside from the residents along Castle Peak Road, there are in fact many others who enjoy the sport of cycling – and the number is increasing by the day. Some of these bicycle enthusiast are willing to spend up to $20,000HKD for a bicycle, which undoubtedly demonstrates their love for the sport.
3.6 Cycling has always been a popular sport. The Golden Avenue would provide another option for cyclists apart from the existing track of Tai Wai to Tai Po, and relieve the congestion of cyclists during public holidays.
4 Benefits
4.1 Health
Cycling is a good way to encourage residents to exercise, which is beneficial to both the body and the mind. Regular cycling can not only improve muscle tone and maintain bone density, but is also effective for weight management. Furthermore, cycling can be therapeutic, by relieving stress and building confidence.
4.2 Harmonious Society
In order to build a harmonious society, we must first maintain a healthy body and mind, so as to lead a wholesome family life, which would then allow us to build a harmonious community.
Cycling not only promotes a healthy lifestyle, but can also be a wonderful opportunity for family and friends to spend quality time together whilst cycling through some of Hong Kong’s most beautiful natural sceneries. The Golden Avenue can provide a safe public cycling track, and allow cyclists to feel at ease as they cycle across different areas of the New Territories.
Furthermore, cycling is environmentally friendly as it creates no carbon emissions. Thus it could be a viable, healthy, and eco-friendly alternative to motor vehicles – especially when travelling short distances.
The Golden Avenue will link up several areas from Tsuen Wan to Tuen Mun. It would provide the public with an opportunity to exercise, and to tour the various districts of Hong Kong. Furthermore, it would be a boost for the local businesses as human traffic increases. The bicycle track will also encourage visitors to explore little-known scenic points, such as the “9.5 Milestone”, which is a place well worth visiting. At the same time, the Golden Avenue could enhance the surrounding residential area and improve its economic value, which would also promote the aim of achieving a harmonious society.
4.3 Reviving Tourism
Cycling is the best choice for touring the beautiful natural sceneries of Hong Kong. The Golden Avenue has many attractions, although some of them are not well known at all. On the left side of the cycling route, there is the breath-taking coastline, with the magnificent bridge and well-developed coastal traffic. On the right side, there is the stunning view of the mountains and many ancient villages well worth a visit – all the while breathing in fresh air that has become a rarity in Hong Kong.
4.4 Stimulate Domestic Consumption and Economic Growth
4.4.1 Belvedere Garden
Belvedere Garden is a large housing estate in Tsuen Wan. The development contains a vast number of shops and restaurants which cater for the needs of various customers. The estate itself is equipped with supermarkets, markets, convenience stores, restaurants, cafes and even recreational facilities. No matter whether the cyclists uses Tsuen Wan as their starting point or as their final destination, they are bound to be able to find anything they need in replenishing hteir energy levels.
4.4.2 9.5 Milestone
The 9.5 Milestone is a beach that is a popular destination for swimmers. It overlooks the Tsing Yi docks.
4.4.3 Ting Kau
Ting Kau is located between Yau Kom Tau and Sham Tseng in the New Territories, it is also where Ting Kau Village is. On the hill opposite is the famous Ting Kau Bridge, which spans across the Rambler Channel and connects Ting Kau and Tsing Yi. On the Ting Kau strip along Castle Peak Road, there are a number of beaches, including the Gemini Beach, Hoi Mei Wan Beach, Casam Beach, Lido Beach, and Ting Kau Beach and Approach Beach. However, these scenic places are often forgotten by tourists, who also tend to overlook the beautiful structure of the bridge.
In addition (and perhaps a little peculiar), under the modern and streamlined design of the Ting Kau Bridge is a hotel. Further infrastructure developments around the area would certainly increase visitor numbers and bring about new business opportunities, which would be a boost for the local economy.
4.4.4 Sham Tseng
Sham Tseng is located in the northwest of Tsuen Wan, between Ting Kau and Tsing Lung, with its centre at Sham Tseng Village.
When stepping into Sham Tseng, the first site is that of the Garden Bakery which has been established for many years. Then, there are the neatly arranged rows of trucks with the Garden Bakery trademark. Everyday, over a thousand loaves of bread are baked on site and sold to the public all through Hong Kong – for many Hong Kong residents, Garden Bakery goods can be said to be symbolic of a collective memory of our society.
Sham Tseng is also one of the best spots for overlooking the Tsing Ma Bridge. Against the backdrop of a lit-up Tsing Ma Bridge in the evening, the area has become a prime location for marriage proposals in recent years.
Whilst the Tsing Ma Bridge is enormous, its design and architecture is streamlined and lends a sort of unique beauty to the structure. It is stable and firm, but at the same time flexible. It not only withstands high wind speeds, but can also absorb vibration and shocks. Over the years, it has withstood changing weather and safely allowed innumerable vehicles to pass through. At night, when the bridge is lit up in purple, it is truly a view worthy of praise.
The last time fireworks were set off over the Tsign Ma Bridge was on the 27th April 1997. It is now proposed that every 15 or 25 years fireworks should be set off over the Tsing Ma Bridge, so as to remind the public of its beauty which is now taken for granted. Additionally, it would create a vivid image and promote tourism in Hong Kong.
Aside from the iconic Tsing Ma Bridge, Sham Tseng is also very famous for its roast duck and roast geese. There are now within the area a vast number of different restaurants and shops, with various cuisines including Chinese, Spanish, Italian, and Indian. Therefore, Sham Tseng has the reputation of being a gastronomy haven.
Although Tuen Mun Road is currently undergoing expansion and improvement works, it is estimated to be completed in the near future. Then, Sham Tseng could well become an example of how modern infrastructure is incorporated seamlessly into a residential area – a feature of urban planning that is unique to Hong Kong. Sadly, its value is often overlooked. The Government should invest in the promotion and development of this area, so that it could become better known.
4.4.5 Tsing Lung Tau
Tsing Lung Tau is located in Tsuen Wan between Sham Tseng and Siu Lam. The population density of the area is quite low. The area is also where the Ka Siu Mun Bridge is situated – which was once the longest cable-stayed bridge in the world for railway lines with a dual carriageway. There are many villages built on both sides of Tsing Lung Tau, where the public can visit in order t o experience the village life first-hand.
In addition, behind Tsing Lung Tau, in Sham Tseng on a northwest direction is the Tai Lam Country Park, which is a wonderful destination for hikers. Also, along Ma Wan Channel and Rambler Channel there are a number of beaches, of which the most famous is Fishing Beach, which as the name suggests, is a wonderful place for fishing.
4.4.6 Siu Lam and Tai Lam
In this area, there are a number of government departments, including the Marine West Division, the Hong Kong Observatory radar, the Customs and Excise Training School, the Maritime Services Training Institute, the Siu Lam Psychiatric Centre, the Siu Lam Hospital, the CSD quarters and the Tai Lam Chung Reservoir, which cyclists could stop and visit.
The Tai Lam Tunnel Interchange is another interesting destination, as it not only connects the various bus routes from different areas, but is also a place where the retired models of buses could be seen.
4.4.7 So Kwun Wat
So Kwun Wat is an area located in the southeast of Tuen Mun, comprising of So Kwun Wat Village, So Kwun Wat New Village, Siu Sau Tsuen and Nim Wan Village, as well as So Kwun Beach and Perowne Camp.
4.4.8 Hong Kong Golden Coast
Hong Kong’s Golden Coast is a scenic spot in the Tuen Mun District, it is located in So Kwun Wat at 1 Castle Peak Road. Aside from being able to admire the vast seascape, it also overlooks the Hong Kong International Airport which is located in Chek Lap Kok. The Golden Coast has hotels, convention centres, shopping malls, yacht clubs, a promenade and the Golden Sands Beach, as well as Dolphin Square and many different restaurants.
Golden Sand Beach is the biggest beach in the Tuen Mun District. It is also the first wholly artificial beach in Hong Kong. There is a beach volleyball court inside the beach and it is the only one in the Tuen Mun District. The 480 metres long promenade beside the beach is dotted with tropical palm trees, which lends a feeling of being at a vacation resort to visitors.
The Gold Coast Montmartre is the first street culture art plaza in Hong Kong. It was set up in 1995 and rivals the artistic street of Montmartre in Paris, with various booths and exhibitions such as cartoon portraits and colourful sand paintings that demonstrate the dazzling qualities of western art and exquisite handicrafts. Each Sunday afternoon, a number of professional and amateur artists will perform Western folk songs. There are also bands or instrumental performance and a variety of other talent shows.
4.4.9 Cafeteria Beach
Cafeteria Beach is not divided into Old Cafeteria Beach and New Cafeteria Beach. The beach has fast food kiosks, barbeque areas and beach shacks.
4.4.10 Castle Peak Beach and San Shing Hui
Castle Peak Beach is located at the gulf of TuenMun District. Its geographical location is advantageous; it was once a busy fishing port with many boats moored. Nowadays, there are several barbeque sites, as well as children’s playgrounds and fast food kiosks.
San Shing Hui is a small fishing village in Tuen Mun. Its south touches on Castle Peak Beach, and its north borders the Tai Lam Country Park. It is one of the most famous seafood markets in Hong Kong. San Shing Hui derives its name from the three temples in the area, and is considered a popular tourist destination. Cyclists could well spend a leisure afternoon at the Golden Coast of Hong Kong, and then enjoy a seafood feast at San Shing Hui as a perfect ending to the journey.
5 Execution of the Plan
5.1 We need to contact different organisations, as well as establish various groups of professionals to support this project. It is our hope that the Government will consent to the building of the Golden Avenue
5.2 We will organize a petition, as the beginning campaign to the Golden Avenue project.
